According to Chinese news reports, the Shandong Provincial Department of Human Resources and Social Security, along with nine other departments, recently issued a joint notice. This notice officially announced the comprehensive reform to transition provincial public institutions into enterprises. As enterprises, they will revoke all civil service positions and change them into regular employees. Meaning, workers can be fired, and their pay will change based on performance.
